When city meets film
With the intention of revitalizing the local film and cultural and creative industries,
the city government began holding the Kaohsiung Film Festival in 2001, in the same
year also establishing Kaohsiung Film Archive and setting the main points for
accommodation, theater showing and other subsidies;the aim was to boost the development of the film and tourism industries in south Taiwan, add vitality to the economy and promote the
formation of peripheral industries clusters to help related industries thrive. A single window was also established to facilitate filming assistance work and the carrying out of city marketing.
Also, the Filmmaking Assistance Center was formally established in 2009 to assist film crews
shoot in the city, successfully attracting many crews to shoot scenes in Kaohsiung, and
building a film-friendly city image. In recent years these films have included

Tears, by Cheng Wen-Tang,
Black & White by Tsai Yueh-Hsu,
Young at Heart: Grandma Cheerleaders , by Yang Li-chou,
all well-received by the public
At the end of 2010, when Kaohsiung City and Kaohsiung County were merged,
creating a larger city and enriching the natural scenery, the Film Development and
Production Center and Filmmaking Assistance Center of the Bureau of Cultural Affairs,
Kaohsiung City Government was established with the aim of, through investment
and film production, turning what was an industrial city into Kaohsiung, city of tourism,
and the new filmmaking and cultural and creative city of Asia.
Kaohsiung is blessed with mountains, ocean, river and harbor natural and other natural
scenery, and it also has a sunny pleasant climate; it is a youthful, energetic citysuited for
vacation exploring and even more suitable for making films.
As well as it’s god- given natural scenery, it also has the Filmmaking Assistance
Center, which has a professional team that provides valuable all round assistance from location scouting, to filming to theater showing, helping filmmakers make their dreams reality.
★Services and support provided by the Film Development and Production Center and
Filmmaking Assistance Center
★The Film Development and Production Center is mainly responsible for discussion
and formulation of film policies and systems, film marketing planning and implementation
and organizing of large scale events, using the output value of cultural and creative
industries to nurture the city’s soft power.
★The Filmmaking Assistance Center mainly provides support services to filmmakers;
the office has various hardware and equipment for hire by film crews,
The center’s space is divided into office area, waiting hall, data collection area,
audio-visual editing room, multi-function meeting room, and storage room.
Spaces can be provided to films crews for data collection, discussion and holding of
meetings, holding of auditions, equipment storage, editing and film viewing when location
scouting or filming in south Taiwan.

Administrative assistance:Professional service, filming location application and coordination.
Location scouting support: Location data bank, location search consulting and suggestions,
accompanying to location.
Space support: Meeting space, audition space, equipment and prop storage.
Equipment assistance: Camera dollies, filmmaking ancillary equipment.
Post-production support:Basic editing equipment, tape transfer equipment.
Information provision: Local film and talent resource integration, geographical information
